position Summary
We are looking for a motivated and experienced professional to lead labor relations at Mexico. Based in Toluca, this role requires travel as needed to support business activities.
You will manage Union engagement & collective bargaining agreements to ensure smooth and compliant labor relations. You will report to HR Director of FP NA and closely collaborate with HR Directors of Operational Excellence and PT NA, Legal, HRBP, and Plant Managers, coach local teams on negotiation techniques, and support employee relations during mergers and acquisitions. You can expect to build strong relationships with unions and works councils, stay updated on labor law changes, and provide regular reports to leadership.
Essential Duties and Responsibilities
- Serve as primary liaison with trade unions, works councils, and employee representative bodies.
- Advise on union engagement and collective bargaining tactics in the Gates Mexico locations.
- Ensure adherence to local labor laws, collective agreements, and works council regulations to avoid Union Conflicts, strikes, business interruption, stoppages, non-conformities with Federal Laws, customer complaints and/or penalties or fines for non-compliance.
- Provide support to HR in different locations, in Union Matters, Conciliation hearings for employees, former employees sue or complain about Gates, Unions or employee committees with Mexico Authorities as well as ordinary and extraordinary inspections of governmental agencies.
- Maintain and update Mexico Legal Requirements Matrix of labor legislation changes and collective bargaining outcomes
- Lead / support CBA negotiations (wage, redundancy plans, collective labor agreements, etc.), including preparation of proposals, analytics, and communication materials.
- Coach local HR teams and managers on negotiation techniques and best practices.
- Develop strategies for the implementation of new legal requirements applicable to Gates Mexico.
- Compliance Training Programs: Managers are required to complete all mandatory leadership and accountability/compliance training programs within 60 days of the assigned due date and hold their employees accountable for the same.
- Lead compliance investigation process and provide guidance on disciplinary, grievance, and separation processes
- Respond to non-conformities detected in internal/external audits and inspection observations, establish action plans and root cause analysis to help prevent recurrence.
- Monitor compliance with HR processes in accordance with the documented information in force in Gates Mexico Location.
- Develop KPI/metrics to track industrial relations health and effectiveness of interventions
- Implement and monitor protocols, plans and programs applicable to Union Relationship.
- Establish performance and development objectives focused on improving HR Relationships with Unions
- Conduct duties and responsibilities are based on the current Corporate Code of Conduct and Ethics.

Requirements and Preferred Skills
- 8-10 years of experience
- Bachelor’s degree in human resources, Industrial Relations, Law, Business Administration, or related field.
- Certification as a Negotiator before the Mexican Labor Ministry desirable.
- Proven track record of leading collective bargaining processes and union negotiations.
- In-depth knowledge of Mexican labor laws
- Fluent in English
- Highly developed interpersonal skills with the ability to influence stakeholders at all levels.
